Non-Competitive Qualifications for appointment under the NY HELPS Program:
For appointment to an Information Technology Specialist 3 (Programming) (SG-23), you must have:
1. Five years of professional experience in computer programming which must have involved the planning, configuration, testing, implementation, and/or management of the systems environment that supports the organization's information technology architecture and business needs.
OR
2. A bachelor's degree in any field including or supplemented by 15 semester credit hours in computer science with at least 9 semester credit hours in programming languages and two years of experience in computer programming; or a bachelor's or higher-level degree in any field and three years of experience in computer programming; or an associate degree with 15 semester credit hours in programming languages and four years of experience in computer programming.
Competitive Minimum Qualifications:
You must be currently reachable on the appropriate eligible list for this title or eligible to transfer to this title under Section 52.6, 70.1, or 70.4 of the Civil Service Law.
Transfers:
For 52.6, 70.1 and 70.4 transfer to an Information Technology Specialist 3 (Programming), (SG)-23, you must have one year of permanent competitive service in an approved title for transfer allocated to an SG-21 or above.

Appointments via transfer must not result in a second, consecutive transfer with an advancement of more than two S-grades or one M-grade.
Non-Competitive Promotion (NCP) qualifications:
You must be a qualified employee of the Office of the New York State Comptroller and have had one year of permanent competitive or 55-b/55-c service as an Information Technology Specialist 2 (Programming).
NCP notes:
If the number of interested candidates who meet the promotional qualifications is three or less, the agency; at its discretion, may nominate one or more of the candidates for a noncompetitive promotion without further examination under the provisions of Section 52.7 of the Civil Service Law.
If the number of interested candidates who meet the promotional qualifications is more than three, the agency; at its discretion, may nominate one or more of the candidates for a provisional promotion under the provisions of Section 65 of the Civil Service Law.
Duties
- This position resides on the Payroll & Financial Applications team in the Bureau of PeopleSoft & Payments Applications within the Chief Information Office (CIO).
- Perform program testing/tuning and assist others.
- Ensure test plans/test conditions are created, including regression conditions, and all conditions have been successfully tested.
- Help staff troubleshoot production issues and provide on-call support when needed.
- Conduct technical walkthroughs and code reviews of proposed system changes.
- Manage and monitor user acceptance testing of all code changes in a test environment, as well as resolution of any defects.
- Assist staff with implementing new features and resolving technical issues.
- Collaborate with the supervisor to evaluate resource availability and priorities for work assignments undertaken by the Payroll team.
- Assign work to direct reports and monitor their progress. Work with team members to develop time frames around critical dates to ensure timely completion of assignments.
- Discuss progress reports with supervisor, and report progress/issues in a timely manner to ensure assignments are completed on time.
- Keep current with Oracle PeopleSoft technology and mentor team members in current and new technologies.
- Encourage professional development for team members and assist in developing training plans that will enhance the team’s ability to deliver solutions.
- Provide guidance to team members regarding policies, procedures, time management, and other reporting.
- Deliver timely evaluations and development plans for staff and encourage high professional and ethical standards. Manage personnel issues for direct reports.
- Collaborate with Payroll’s business teams to gather and refine business requirements.
- Analyze functional requirements and develop technical requirements/specifications.
- Investigate ways to apply delivered PeopleSoft technology as a solution to business problems, providing associated benefits and risks of the approach.
- Analyze the best approach for implementing customizations.
- Assist team members in creation of design documents and other related system documentation.
- Review and approve final technical design.
- Code new programs and modules as well as changes to existing programs and modules.
- Assist team members with development tasks as needed.
- Enforce Oracle PeopleSoft application coding standards are followed and validate code against those standards.
Knowledge, Skills & Abilities
- Demonstrated experience in PeopleSoft PeopleCode is preferred but not required.
- Demonstrated experience in any Object-Oriented Programming language.
- Demonstrated experience in SQL.
- Demonstrated experience in PeopleSoft SQR.
- Demonstrated experience in MicroFocus COBOL.
- Demonstrated experience in business programming relating to payroll.
- Demonstrated experience with programming tools/IDEs (i.e.: Eclipse, Ultra Editor, etc.).
- Demonstrated experience with database management tools (i.e.: TOAD, Oracle SQL Developer, etc.).
- Demonstrated experience with Oracle SQL (i.e.: writing/tuning SQL, modifying tables, etc.).
- Demonstrated experience with PeopleSoft Application Engine.
- Demonstrated experience with PeopleSoft Integration Broker.
- Demonstrated experience with PeopleSoft Portal.
- Demonstrated experience in supervising others.
- Proficient at communicating with technical staff and customers alike.
- Strong analytical thinker with excellent troubleshooting and problem-solving skills.
- Demonstrated experience in handling high pressure situations, including the ability to work under tight deadlines, troubleshoot production issues (both during shift and on call), and able to shift priorities with minimal guidance.

Telecommuting
The Office of the New York State Comptroller (OSC) supports telecommuting where it is reasonable to do so based upon the agency’s mission and operational needs. Generally, employees new to OSC will be restricted from telecommuting for at least 8 calendar weeks. After the initial 8 calendar week restriction, if an employee’s primary residence location, duties, and work performance are aligned with telecommuting and operational needs they may be allowed to do so. Generally, OSC employees may telecommute up to 5 days per pay period but may be approved to telecommute less.
